Who crews the world's merchant fleet?

More than 1.8 million seafarers keep global trade moving, operating the merchant vessels that transport the majority of the world's cargo. The global maritime workforce is heavily concentrated in a handful of countries, with the Philippines remaining the largest supplier of seafarers, followed by China, India, Indonesia and Russia. These five nations account for a significant share of the world's shipboard workforce.

India's role continues to strengthen. The country now contributes nearly 12% of the global maritime workforce, supported by expanding maritime training capacity and employment opportunities.

The importance of seafarers is growing as shipping handles around 80-90% of global trade by volume. However, the industry faces challenges including officer shortages, crew welfare concerns, geopolitical risks and talent retention. Maritime organizations have repeatedly highlighted the need for better working conditions, stronger protection measures and continued investment in workforce development to sustain global supply chains.

As the shipping industry navigates increasing trade complexity, the availability of skilled seafarers will remain critical to maintaining efficient and resilient global logistics networks.
