TSA’s $45 fee option for travellers without real ID - What you need to know

Starting February 1, 2026, the Transportation Security Administration (TSA) is rolling out a major update to U.S. airport security procedures that affects millions of domestic flyers. Under this new policy, travellers 18 years and older who attempt to board flights without a REAL ID-compliant form of identification or another TSA-approved ID will be offered an optional identity verification process called TSA Confirm ID, but it comes with a non-refundable $45 fee.

Since the REAL ID requirements were first introduced in May 2025, travellers without a compliant ID could still fly after undergoing enhanced screening. But TSA officials have now moved from a voluntary approach to a fee-based alternative for those without proper ID.

 

What the $45 fee covers

  • The fee covers access to TSA confirm ID, a modernized identity-verification system used at security checkpoints.

  • Once verified, the identity confirmation is valid for up to 10 days, including multiple trips within that window.

  • The process does not guarantee access, if TSA cannot confirm the traveller’s identity, boarding may still be denied.

Travelers are strongly encouraged to pay the fee online in advance via the federal Pay.gov system, as on-site processing may significantly delay security screening and potentially lead to missed flights.

 

What is an acceptable ID for No fee

If you arrive at the airport with one of the following, you will not need to pay the $45 fee:

  • REAL ID-compliant driver’s license or state ID

  • U.S. passport or passport card

  • Military ID

  • Permanent resident card

  • Certain digital IDs accepted by TSA (e.g., mobile wallet IDs in supported states)

TSA also accepts other approved IDs like enhanced driver’s licenses and trusted traveller cards, but regular driver’s licenses without a REAL ID star are not sufficient after February 1.

Tips for travellers

 Check your ID before booking or heading to the airport.
Apply for a REAL ID at your local DMV now to avoid extra fees and delays.
Pay TSA Confirm ID ahead of time if you absolutely must travel without a compliant ID — have your receipt ready at security.

 

The TSA’s $45 fee option isn’t meant to block travellers; it’s designed as a stopgap for those without REAL ID or another accepted ID to still make their flights.
