India opens anti-dumping probe into electrical steel imports from four countries

India has initiated an anti-dumping investigation into imports of grain-oriented flat-rolled electrical steel (GOES) from China, Japan, South Korea and Russia, marking another significant trade-remedy action aimed at protecting the domestic steel industry. The investigation follows a petition filed by JSW JFE Electrical Steel Pvt. Ltd., which alleged that low-priced imports from these countries are causing material injury to Indian producers.
GOES is a specialized steel used in the manufacturing of power and distribution transformers, making it a strategically important input for India's rapidly expanding power transmission infrastructure. According to the Directorate General of Trade Remedies (DGTR), the investigation will determine whether exporters have been selling the product in India below its normal value and whether such imports have adversely impacted domestic manufacturers. If dumping and injury are established, the government may impose anti-dumping duties to restore fair competition.
The move comes amid increased scrutiny of steel imports as India seeks to strengthen domestic manufacturing under its industrial policy while meeting rising demand from the power and renewable energy sectors. Although the investigation does not immediately restrict imports, it introduces uncertainty for overseas suppliers and transformer manufacturers that rely on imported electrical steel. The final outcome could influence sourcing strategies, import costs, and supply chain planning across the electrical equipment industry.
