DGFT India removes import policy condition for toys, games and sports requisites

The Directorate General of Foreign Trade (DGFT), through Notification No. 64/2025-26 dated 18 March 2026, has amended the import policy framework by removing a specific policy restriction under Chapter 95 of the ITC (HS) 2022 Schedule-I .
Key amendment
The notification deletes Policy Condition No. 2 (iii) under Chapter 95 with immediate effect .
Chapter 95 of ITC (HS) generally covers items such as toys, games, and sports requisites.
This amendment has been issued under the powers conferred by:
Section 3 and Section 5 of the Foreign Trade (Development & Regulation) Act, 1992
Relevant provisions of the Foreign Trade Policy (FTP) 2023
Immediate impact
The deletion is effective immediately, with no transition period.
Any compliance requirement or restriction previously linked to Policy Condition 2 (iii) is no longer applicable.
Importers dealing in goods under Chapter 95 will now operate without this specific policy constraint.
Details for exporters and importers
While the notification is brief, such deletions typically indicate:
Regulatory simplification in import procedures
Possible easing of compliance burden for importers
Alignment with broader policy intent to facilitate trade under FTP 2023
However, the exact operational impact will depend on what compliance or restriction was originally imposed under the deleted clause.
DGFT Notification No. 64/2025-26 represents a targeted policy cleanup within the ITC (HS) import framework. Though limited in wording, the removal of Policy Condition 2 (iii) under Chapter 95 is expected to streamline imports in the toys and related segments by eliminating an existing regulatory requirement.
